OF THE U.S.  ILLEGAL IMMIGRATION CRISIS

SUGGESTED LANGUAGE

 "The public policy purpose of this legislation is to promote priority in employment of American citizens.”

“As of the effective date; and, in accordance with the  provisions of  this Act, all illegal immigrants residing within the borders of the USA, will be considered guilty of a federal first-degree felony, subject to imprisonment for not less than a one year;  simultaneously liable to pay  a fine of not less than $5,000.00; and, to be permanently  disqualified from subsequent reentry into the US  as legal immigrants.  As of a time certain, all illegal immigrants, residing  within   the US,  are required to be repatriated to his or her nation of origin.” 

“A humanitarian exception is hereby provided.  Upon registration with the IMMIGRATION SERVICE,  and production of a their child's valid birth certificate, an illegal immigrant, who is the parent or grand-parent of a U.S. citizen, will be granted legal permission to continue residency within the US.  Such immigrants status and requirements for continued residency  shall be structured  according to standards established by Congress.”    

“As a matter of good faith, all other registered illegal immigrants will be granted a 18 month grace period to temporarily  remain within the US.  This   grace period is intended to  facilitate the illegal immigrant’s the ability to aggregate sufficient income to relieve the repatriation burden  to their homeland.” 

“As a mater of fair dealing, the US government will initiate a process whereby registered illegal immigrants will be offered subsequent prospect of legal reenter into the US.  The US government, will be required to establish a  computerized lottery system facilitating the immigrant’s  ability  to  subsequently  reenter as legal immigrants. Registered illegal immigrant,  through this process,  will acquire priority status for reentry in a proportion equal to the number of years of previous US employment.” 

“Nevertheless, after the Grace Period, any illegal immigrant remaining within the US borders must  be apprehended for trail. Upon his or her conviction to be subjected to the legal sanctions stated herein; and, ultimately deported.”  

“After the cut off date, any person, organization,  business entity, US employer, their agents, management; and/or, other labor contractor hiring or employing illegal immigrants; or, otherwise,  facilitating illegal   entry or fostering continued habitation, upon conviction,  will be subject to criminal sanctions.  These including being adjudicated guilty of a first-degree federal felony; subjecting them  incarceration for a period of not less than 5 years; and, simultaneously, a  fine  of  not less than $500,000.00 per count.”  

“By a methodology selected by the Congress, contemporaneously The US government  will permanently secure or  seal its Southern; and, secondarily its Northern border.  If necessary, within constitutional parameters, the use of military force is to be  utilized to guarantee    border integrity.”

“All levels of US law enforcement,  local,  state and federal,  will be responsible for this acts enforcement.”

“Any nation refusing to accept the repatriation of its citizens, will be denied access to all US markets.”

This is a fallacious economic assumption.  Intellectually and economically unsupportable.

SECURING SOCIAL SECURITY'S SUBSEQUENT VIABILITY

[especially during the upcoming retire of BABY-BOOMERS] cannot be accomplished  by an excessive, massive  influx of immigrants.   

INSTEAD THE REAL SOLUTION RESIDES IN:

The free enterprise system.  Mainly, the necessity of  massive capital investment into the US economy.  To rebuild a new 21st Century high-tech manufacturing base; inclusive of a  partial conversion of the Military Industrial COMPLEX to private manufacturing. [The latter was the case after all past wars - especially  WW I; however, not after    WW II.]  Hence , THE WARNING OF our  [greatly underestimeted]  PRESIDENT DWIGHT DAVID EISENHOWER, and his courageous Farewell Addredd to our nation. 

Simultaneously,  the Military Industrial Complex. must be maintained to create a sufficient - if not perfect - national defense.
 

THIS SOLUTION IS: 

Investment  in America first, and then in third world nations in need.
Yes. A fair and just immigration policy can be created.  However, only by following the rule of reason, as the foundation for enforcement of the rule of law, promoting the unfettred operation of THE FREE ENTERPRISE CAPITALISM -   without predation by MEGA-CORPORATE MONOPOLIES,  and unncessary government regulation.  Ecept for regulation protecting the free opertion of our  the free enterprise system.  Which has made our nation great.  

This Site offers one proposed solution. THE 4 TO 8 SOLUTION

Specifically, 4 million illegal immigrant  with children born within the US  [US Citizens] should receive  priority in legalization process. [RATIONALE:  to break-up families cannot be morally justified.]  The remaining 8 million - if they register - and follow the conditions set forth herein - will be granted priority in applying  for legal permission to enter  the US labor pool.  

However,  the reform must e based upon trust. The 8 million  illegal immigrants must return to their nation or origin and apply for legal entry.  They would receive credit priority based upon the current proposed legislation.    That is:  thus 8 million illegal population must trust the fair  fair and just immigrant reform proposed.

Certainly there are many poor people in Mexico, since perhaps half the country lives in poverty. However, the nation as a whole is quite rich ? see the documented facts listed below ? and could well finance the sort of improvements in education and infrastructure that would better the living standards of all Mexicans. But the Mexican ultra-rich, like telecommunications magnate Carlos Slim shown here, don't like to tax themselves for investment the country badly needs for infrastructure and education, and it helps them greatly that the American taxpayer has been forced to support Mexicans living in the United States.           Interestingly, the Forbes list of millionaires published in 2006 showed Carlos Slim moving up to the number three spot among the world's richest men.            Every dollar spent in U.S. taxes for social services for illegal aliens frees up additional cash to be sent south as part of the annual remittances which provided $20 billion in 2005. According to the CNN news show Lou Dobbs Tonight (3/21/05), "Remittances, as they're called, are expected to become Mexico's primary source of income this year, surpassing the amount of money that Mexico makes on oil exports for the first time ever."            So when el President Vicente Fox complains that the "dignity" of Mexicans living illegally in America requires that they receive free healthcare on the U.S. taxpayer's dime, he is really talking about increased remittances to keep their whole corrupt system afloat.           

Consider these relevant facts:            ?   Mexico has the second-highest highest Gross Domestic Product in Latin America, after being #1 for several years over second-place Brazil.            ?   When measured in GDP per capita, Mexico ranks #1 as of 2005, ahead of Chile and Venezuela.            ?   According to Forbes magazine, a substantial proportion of Latin American billionaires, 10 out of 26, were Mexican as of 2005.            ?   Mexico raises less revenue through taxation than nearly any other Latin American country, just 12 percent which is one reason why the nation's wealth is not better utilized. By comparison, the United States takes in 25-28 percent of its gross domestic profit in taxes. Even Brazil taxes itself at twice the Mexican rate.            ?   Economist Gary Hufbauer of the Institute for International Economics has remarked, "It's up to Mexico to solve its problem, and basically the wealthy classes do not want to tax themselves, period. While I'm not usually an advocate for larger government, Mexico is a country where public investment, done wisely, could pay huge dividends."            ?   Mexico expert Prof. George Grayson of William and Mary College calls Mexico an "immensely wealthy nation."            ?   Mexico's economy is the world's tenth largest.            ?   When the ruling party needed a hefty sum for the 1994 election, Presidente Salinas leaned on a group of rich businessmen to write $25 million checks each at an infamous dinner party, where contributions totaled a staggering $750 million by evening's end. Compare that with the measly $150 million campaign chest in spring 2004 that President Bush had accumulated after three years in office.            ?   Freedom House notes the cost of corruption: "According a recent study by the Mexico chapter of Transparency International, some $2.3 billion-approximately 1 percent-of the country's economic production goes to officials in bribes, with the poorest families paying nearly 14 percent of their income in bribes."            ?   Ricas y Famosas ? Rich and Famous is a book of photos that takes a peek at the hidden world of the Mexican ultra-rich. Photographer Daniela Rossell used her membership in the exclusive club to reveal the decadent lifestyles of blonde women in gold lamé. It is a shocking view of the most extreme ostentatious wealth among great poverty.            ?   Sure Things in Mexico: Death, Taxes and Evasion  According the recent rankings released from the IMD International, the Switzerland-based International Institute for Management Development placed Mexico at 56 out of 60 economies examined, largely because of a dearth of investment in everything from infrastructure to education. Due to its pathetic tax collection, Mexico cannot even buy schoolbooks or pay its police enough to live on, much less invest in its future.            ?   Lou Dobbs Tonight Transcript (12/16/04)  The CNN news show shines a light on Mexican wealth. Particularly noteworthy is Prof. Grayson's remark: "There is a small economic elite who live like maharajas, and there's a political elite that protects them. However, if there are 30 MILLION illegal immigrants, then we simply do not understand, as of yet, if the USA can absorb them, and still provide for all its citizens.

Our unspoken, however,  worst fear was   realized.  When the price of a barrel of oil was being "speculated" to astronomical heights - unrelated  even to monopolistic supply and demand standards. Of course, this would INFLATE  the economy.  We expressed serious concern, the FED  would, of course, be required to intervene to raise interest rates - to slow the economy.  In turn, these rate hikes would skyrocket adjustable mortgage home interest rates. The War against The Middle-Class further escalate.   Middle-Class families - unable to meet their increased monthly payment -  would be foreclosed upon by the banks.   Yes. Here in America, people would  LOSE THEIR HOMES!!!   This reality is reminiscent of The Great Depression.   Directly Put:  For many The American Dream is dead! Impossible for them to own their own home; as they spiral  downward into the New Working Poor Class.  It is time for THE GREAT Rethinking - THE National CONVENTION - for The American People - Government and Business to  decide our course for the 21st Century. It is either NOW; or, frankly, The American Middle-Class and The American Dream is lost!

6.       Registering illegal  immigrants will be granted a GRACE PERIOD of
two years to earn a START-UP FUND. For a restart in their
nation of origin.
7.       Registering Illegal immigrants will be guaranteed THE RIGHT to reenter the US in accord with the  requirements stipulated
 in proposed LEGISLATION.
8.      4 million illegal immigrants with US Children, will be allowed to remain, meeting the prerequisites of  proposed  legislation. WE MUST NOT BREAK-UP FAMILIES!
9.      The remaining 8 million we be asked to step forward -
register -  participating in the  prioritized methodology stated
herein.  Guaranteeing  an excellent opportunity to reenter
as legal immigrants.
10.     Those who refuse to register, will be deported after due
process. After passage of the 18 month to 24 months Grace
Period, any illegal immigrant remaining within the US borders,
is to be apprehended  for trail by due process, and   upon  subsequent conviction deported.   [Any nation refusing to accept the repatriation. of its citizens, will be denied access to all   US markets.
11.      After passage of the Grace Period, any US employer,
their agents, management or other labor contractor, hiring or
employing illegal immigrants, will be guilty of a first degree
federal felony. Any entity convicted of such criminal intent will
receive mandatory  criminal sanctions: incarceration and
fines.

Will most register? Yes.
 If they are legislatively guaranteed these rights in PRIORITY RE-ENTRY.  Most of all, if they are  treated  with humanity - respect - with  fairness and Justice guaranteed by our rule of law.  With along-term, fair and specific  opportunity to gain  US citizenship.

12.      Can we deport those who refuse to register?
Absolutely, YES!

It is merely a matter of will and neceassary expenditure of  funds.  It is not a question of whether we should deport, we must  deport, if necessary.   Why?  First, to retain the dignity of our sovereignty.  However,  the reality is the USA is being sold-off and sold-out PIECEMEAL, outsourced. Every day,  more of  the middle-class is falling into poverty.   The ranks of the NEW WORKING POOR  escalating !!!    The Humbling Fact is: We will need these 8 million jobs for US Working Poor citizens, and legal immigrants.
13.        Is this methodology draconian - extreme measures?   Yes. However, Our nation is perched on the precipice of COLLAPSE. These are extreme perilous times for: the US standard of living; retention of our republican-democracy; saving The American Dream, The Rule of Law, The Constitution, our Freedoms - civil liberties. 

14.         OUR OBJECTIVE IS: not to be cruel to unfortunate exploited illegal immigrants.  Instead, it is designed  to stabilize our nation and labor force; and. then reopen the doors to subsequent legal immigration.

Technology and the Convergence of U.S. Urban Migration Patterns: 1970–2000

ABSTRACTThe theoretical premise of this study is twofold. First, that industrial and occupational restructuring within three industries in the U.S.—manufacturing, finance, and high

technology—occurred because of technological developments and these, in turn, influenced the settlement patterns of working-age individuals. Second, that quality-of-life factors are

increasingly important for the migration decisions of workers as the importance of proximity to ports and raw materials declines.
As expected, the results show that high concentrations of high-technology and finance occupations generally have a positive pull for migrants, with younger migrants most attracted to

technology jobs. High concentrations of manufacturing jobs have a negative effect.
Most surprisingly, the explanatory power of the model declines substantially across the three decades. Both employment variables and proxies for quality-of-life variables lost

explanatory power for modeling age-specific in-migration to metropolitan statistical areas (MSAs). Overall, the results support the industrial restructuring hypothesis, but do not find

support for the idea that quality-of-life factors have grown in importance.Submitted April 2004, revised July 2005, accepted October 2005.
