Father! We are lost, weary, blind. Give us vision - Your Enlightened Guidance - to realize our way. Calm our minds. Clear confusion away. Banish our fears, anger, rage. Direct us to Your Righteous Way.
Father. Panic, chaos, pandemonium all abound. No hope. We are terrified beyond belief. No food. No water. No relief. No shelter. No sanctuary for a retreat. Exhausted. But, no safe place to sleep. Always alarmed. Not a moments peace. The night's denizens stalking victims Seeking evil to wreak.
Father. Your daylight breaks - our hearts leap - welcoming the hope of Dawn. Give us strength to survive - remain alive - not to quit - to carry on. But, instantly, the vision witnessed of our surroundings is Armageddon. Devastation, desolation beyond credibility - anyone's fertile imagination.
The nightmare was not a horrific dream. No. It is our permanent reality. Our old beloved way is no more. Slammed shut forever is that door. All vanished in the howling winds. Only our enemy poverty endures.
Father. Our inner angel battles the beast within. The spirit's storm of war reappears, who will win? With frayed nerves, we strain to retain the rule of reason. But, an empty belly inflames emotional passions. Hunger has no time for a sage's wisdom. Misery looms, as the mood of gloom and doom blooms. To the horizon, with anticipation's, we fix our vision . We wait. But, no provisions fall. No heavenly manna rains. But, Hell's sun infernal heat relentlessly streams. Humidity boils away lingering hope as it steams. So, Father, we pray hasten the pace of the relief teams.
THE NATIVITY OF THE NEW CITY OF NEW ORLEANS?
AND, FINALLY, FATHER, let not the rebirth of The New City of New Orleans be over many years! No. Not over the long run. For all know that fallacy and pretense of Truth. How emergency remedies postponed - delayed - soon vanish, forgotten in the public memory. No. FATHER, Let the New City and the victims' new lives be rebuilt with immediate nativity. No. Not next year. Not next month. Not now! But immediately! NOW! But, NOW as if TODAY was YESTERDAY!" With no expense spared, no phony news conference esxcuses, nor delay. Each day quickly. With the rapidity as the $5.6 trillion tax-break Wealth Class's checks are deposited in the their overflowing bank accounts. "How Long? Not Long!" Oh. Brothers and Sisters. "How Long? Oh. Not Long."

These are the worst of times. But, they are our times. Times to question. Times to choose. The course to steer. Who wins? Who will lose?
In times of trial, the rubble unearths foe, or friend. Are the victims - victims? Are we them? Are they us? Within the family of citizens?

Father we pray You inspire our President to ASSUME direct control relocating the 11.000 FEMA trailers from a field in Arkansas to needy homeless Katrina victims in New Orleans and the Gulf States. These things we ask for in the NAME OF YOUR SON JESUS THE CHRIST.
KATRINA VICTIMS GULF COAST
NO MORE FEMA EXCUSES DELAYING AID. BEGINNING TO GIVE THE APPEARANCE OF INTENTIONAL REFUSAL TO SPEND FEDERAL MONEY ON IMPOVERISHED GULF-COAST WHITE AND AFRICAN AMERICANS. FEMA'S REFUSAL TO ACT MAY HAVE STEPPED BEYOND MERE NEGLIGENCE INCOMPETENCE.
APPROACHING MENS REA CULPABILITY
The term mens rea refers to the mental element in the definition of a crime. This is not some abstract mental process; it refers to specific words in the charge or indictment. "Actus non-facit reus nisi mens sit rea' Mens Rea (the guilty mind or wrongful intention) differs from crime to crime. The intention of a criminal committing a theft is different from that of a rapist. To be criminally liable, a person must have intended to do wrong or have acted in a reckless and negligent manner knowing that his actions would cause the result complained of. If the defendant, with the mens rea of a particular crime, does an act, which causes the actus reus of the same crime, he is guilty, although the result, in some respects, is an unintended one. Such an act is so reckless, and the likelihood of death so foreseeable, that it is inferred that the criminal intention is present.

1. Dutch Triple Levee Systems built to DEFEND AGAINST 5 or 6 level Hurricanes.
2. A Guarantee the federal government will cover and pay any and all Future property losses similarly sustained.
3. To enforce federal and state FRAUD LAWS against insurance companies delaying or refusing to fairly compensate Katrina victims for their losses.
OTHERWISE, NEW ORLEANS AND THE GULF REGION WILL NEVER REEMERGE.
Then there is ANDERSON COOPER.

ADMISSION: We were DISPIRITED viewing reports the Administration virtually knew the New Orleans levees would break. Please, reassure us, an intentional decision NOT TO HELP THE Katrina VICTIMS - was made. Please, someone, reassure us...
Heated debate; no, rather outright argument, erupted among Site members and volunteers.
Finally, THE POLITICIAN screamed, "Stop!" The Politician: Stop this! You all understand why the food and water was late. Most of you spent lifetimes in government, large institutions or corporations. Tell yourself the truth. THE FOOD WATER AND RELIEF WAS - INTENTIONALLY DELAYED - based on the usual COST-BENEFIT ANALYSIS - decisions AT THE HIGHEST FEDERAL LEVELS."
THE ECONOMIST: "YOU KNOW HE SPEAKS 'THE TRUTH;' AS THE FEDS NOW PLAY DUMB AND INCOMPETENT."
The Politician: "Did you ever know a politician or government official who was really incompetent. You know they are supreme schemers - constantly plotting to save their jobs. [Everyone understood the horrific implications.] When caught, they start 'the playing dumb game' - the incompetent role.
Thomas Olyphant on PBS hit the nail exactly on the head. The truth is, and we all fought the following trend and reality. Government, over the last 30-40 years, was dedicated - not to the public or national interest, the Constitution. Nor, was it dedicated to making 'The People's' lives better. No. The last 30-40 years was devoted to PROMOTING PRIVATE, CORPORATE WEALTH-CLASS - ECONOMIC - INTERESTS. All at the expense of the People - the public and the nation.
The latter which, by reductions in federal expenditures, the budgets - for the states and locals, Money granted to private corporations contracts and congressional 'UNNECESSARY PORK SPENDING - gradually ripped-off the national treasury, the middle-class and poor. By legal but corrupt politics stole away necessary spending, emptying the treasury, creating exponential deficits. Improperly spending money on special moneyed interests; while taking advantage of the public and our country. The politicians sold their souls. Received their campaign contributions - legalized bribery - got reelected to their careers - high paying jobs. The rest of the nation was allowed to fall to pieces. New Orleans - is the perfect undeniable example.
The Economist: "That is why we are all here working for free on this Site. To turn the country around. Bluntly, save it before it is too late. Read the growing stack of letters. We have educated, qualified, dedicated kids being part-timed. They cannot provide for their families." In silence, the Politician and Economist exited the meeting.
A pall of depression and despair froze the room. Each left without saying a word. With appearances of shame and embarrassment. the P.S. So, we will not play 'THE BLAME GAME." But, New Orleans proves the time has come for change for the GREATER GOOD. Even the Media is now awakening. Incredible.
The Cynic demands his say, "The victims are being made guilty of the crime. The few looters and criminals are portrayed as the majority! The arrogance of the right wing never ends." The Theologian and Philosopher, "It is established theological and ethical doctrine: ALL HUMAN POSSESS A RIGHT TO STEAL. To steal, without legal or moral culpability, all necessary to main life and sustain their families. That is not looting! It is the right to LIFE."
The President's suspenion of Davis-Bacon Act means: Even LOCALS who receive jobs will not be paid a fair prevailing average wage, but a lesser sub-standard wage. In effect, making the Poor, poorer!! How is the local economy supposed to revive with such questionable federal practices?
PLEASE SEE THEOLOGY DISCLAIMERS: Jesus angrily castigated the Jewish priests. Yes. I know you priests. You are a bunch of evildoing lawyers. You collect Temple taxes even from the poorest widow who cannot even afford bread to eat. You force her to pay every little tithe for even the smallest items. You love loading heavy burdens on the backs of men, but you do nothing to help them bear those burdens. You say to them, it is the law not us. But, I wonder are you so concerned about the Law? You fools, follow the strict harsh LETTER OF THE LAW, but you ignore the IMPORTANT SPIRIT OF THE LAW. You collect money, you greedy money-lovers. But, you are silent when important Law questions arise. Like Justice, Fairness, Generosity, Compassion. You shameless hypocrites follow the letter of the Law, Yes. To the point of violating its true purpose and meaning.
The President's technical "judgment call" to suspend the Davis-Bacon Act was disheartening. The spirit of Davis-Bacon is to help the needy worker receive a fair average local wage. To suspend it is unconscionable. It exploits the poor man forcing him to take an unjust lesser wage. If illegal immigrants enter New Orleans, wages will be driven even lower. The Spirit of this law was destroyed by this callous technical suspenion under the letter of the Law. Compassionate conservatism ends when it comes to money and generosity. What would Jesus think?

CONGRESS MUST "REINSTATE" THE DAVIS-BACON ACT All no-bid cost plus contracts must be discontinued, recinded, rebid, renegotiated. All Gulf Coast reconstruction fiscally scrutinized by independent Inspectors General with trustworty accountants.Local New Orleans victims must receive preference in hiring to rebuild their lives and region. They deserve a fair-average reasoanable wage to assist them and their families. Contractors intentional recruitment and transport causing the influx of illegal immigrants must be criminally investigated for imposition of severe sanctions. This is where republicans and democrats must draw the line. Enough corruption legal or illegal. We must reverse the relentless corruption overwhelming American. It is time for reform. To ethical intellectual principles of conservatism and liberalism which made America great. We must all be GIDDINS!
We intend no disrespect to The President. Nevertheless, this INJUSTICE must be rectified. We ask our VISITORS to 'REPEATEDLY" CONTACT AND RECONTACT THEIR CONGRESSMEN AND SENATORS UNTIL THIS BECOMES LEGISLATIVE REALITY. We believe history will record this as the point where Americans either insisted upon re-establihment of their NATIONAL ETHICS; or, the when our society chose ethical demise.

This means: In the future, local New Orleans victims will receive the opportunity of a fair-average reasonable wage in the reconstruction efforts. Which is not only necessary, but which is deserved to rebuild their lives and families – the Gulf Coast Region. We owe a special debt of gratitude to the following: 1. To our honorable President. For simply DOING THE RIGHT THING. For courageously facing certain false accusations he “caved-in.” 2. The Honorable CNN Journalist Lou Dobbs [and, ESPECIALLY his trusty backup team of professional journalists = THE TRUTH-TELLERS. 3. The Honorable Congressman George Miller whose determined tenacity exemplified genuine public service ACTUALIZING this legislative and executive success [also, thanks to Senator Tom Harkin, et al]. 4. The Honorable Reverend Jesse Jackson, who visited the people of New Orleans and decided to fight for their economic interest. [We believe Jesse Jackson is reborn. By honestly, publicly confusing his sins, he washed his robes pure white. He has spiritually evolved to rejoin the ranks as a MAN OF GOD!] 5. To the numerous republicans and democrats liberals and conservatives who united, without fanfare, to make this a reality. National news media reports: This could be the largest transfer of wealth from the U.S. government to the corporate and private sector in history. Some people are without shame. They steal "THE POOR'S SHARE" as Judas always did. So, Jesus said to Judas, "Judas, the Poor you will always have with you."
